Population diagnosis as a mechanism of local governance
on the in/visibility of international migrants in Santa Maria-RS

Brazilian State Policy for international migration was reintroduced by Law No. 13,445/2017, incorporating the guarantee of human and fundamental rights, also contributing to the deepening of refugee protection, according to Law No. 9,474/1997. Its legal protection, however, does not automatically imply the enforcement of such rights by the local governance agenda. In the incidence of the Migraidh collective with the Public Authorities, it has been noted the relevance given to the quantitative as an instrument to make this agenda visible. We seek to analyze the possibilities and limitations of the use of these instruments as a way of measuring the immigrants in the territory. The available databases are presented and discussed, showing the potentialities and weaknesses of their use for the diagnosis of the immigrant population in Santa Maria. We argue that the protection should be assured a priori to this social group, in the context of the governance agenda.
